The Payroll Manager oversees and manages all aspects of the organization's payroll process, ensuring accurate and timely payments to employees while adhering to legal and tax regulations. This role will also oversee adherence to prevailing wage requirements at both the state and federal level.
Duties/Responsibilities:
- Payroll Processing: Oversee the entire payroll process, including salary calculations, tax deductions, benefits administration, and ensuring timely and accurate payments. Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
- Compliance: Ensure compliance with federal, state, and local payroll, wage, and hour laws and best practices. Also ensures compliance with prevailing wage laws on construction projects, which means determining correct wages, maintaining fringe rates, completing required paperwork and submitting certified payrolls
- Record Keeping: Maintain accurate and organized payroll records and reports.
- Team Management: Supervise and train payroll staff, if applicable.
- System Management: Implement, maintain, and review payroll processing systems.
- Audits: Facilitate audits by providing records and documentation to auditors.
- Problem Solving: Resolve payroll discrepancies and address employee queries.
- Policy Development: Develop and update payroll policies and procedures.
- Communication: Collaborate with HR, Finance and other departments.
- Continuous Improvement: Identify and recommend updates to payroll processing software, systems, and procedures.
- Performs other duties as assigned.
Required Skills/Abilities:
- Extensive knowledge of the payroll function including preparation, balancing, internal control, prevailing wage requirements and payroll taxes.
- Excellent organizational skills and attention to detail.
- Strong analytical and problem-solving skills.
- Strong supervisory and leadership skills.
- Proficient with Microsoft Office Suite or related software.
- Proficient with payroll software, preferably Paycom.
Education and Experience:
- Bachelor’s degree in Accounting, Business Administration, Human Resources, or related field required.
- Seven years of related experience required.
- Experience processing payroll for both US and Canada.
- Additional global payroll experience a plus.
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift 15 pounds at times.
- This is a hybrid role, with work both in the office and at home.
